Strengthening Public Value Through Senior Civil Service Leadership

This two-day Leadership & Governance programme is designed to strengthen the strategic leadership capacity of senior officers, policymakers, and managers in the public sector. As the landscape of governance evolves, leaders must navigate complex socio-political environments while upholding transparency, accountability, and public trust. This immersive course blends thought leadership, global best practices, and experiential learning to develop leaders who can think strategically, act ethically, and manage change with confidence.Participants will engage in a dynamic fusion of interactive presentations, guided discussions, role-play, simulations, and audiovisual content. Through this process, they will explore key areas including strategic planning, policy development, public sector ethics, and change management frameworks. Emphasis will be placed on applying tools such as the Balanced Scorecard (Kaplan & Norton) for performance alignment and Kotter’s 8-Step Change Model for effective transformation. The programme also examines governance through the lens of Good Governance Principles (UNDP), aiming to build leaders who are not only competent but values-driven. By the end of the course, participants will leave with a renewed sense of purpose and practical frameworks to support ethical, efficient, and future-ready leadership.

An interactive face to face or online facilitated workshop where participants work in small groups to tackle issues that they face on daily basis in their workplace.

Delivery Method

An immersive blend of expert input, group dialogue, role-play, and scenario-based tasks. Participants work in small teams to analyse real-world public sector challenges and develop practical solutions grounded in their own organisational context.
